David Efland, Delaware's planning and community development director, is taking a similar role with a nearby city. Efland, who has led the Delaware Planning and Community Development Department for the last 18 years, has been named the new planning and development director for the city of Westerville. He starts on June 12. Efland will replace Karl Craven, who is retiring after managing the Westerville Planning and Development Department for more than 40 years. Efland will oversee a staff of 30 people who perform the engineering, building and code enforcement functions of the city.
